Accomplishment Report

            Congressman  Victor J. Yu is a 3^rd termer Member of  the House of Representatives having been elected last 2007 (1^st term), 2010 (2^nd term) and 2013 (3^rd term) elections  respectively.

         During his stint as Congressman of the First District of Zamboanga del  Sur in the 14^thCongress, he was able to file eleven (12)  House Bills on Local Application, eight (8) House Bills  were enacted into laws, namely:

• REPUBLIC ACT 10012 – An Act Converting the Eastern Bobongan-Sominot-Midsalip-Dumingag Provincial Road Traversing the Municipalities of Ramon Magsaysay-Sominot-Midsalip-and Dumingag, Province of  Zamboanga del  Sur into a National Road.

• REPUBLIC ACT 10125- An Act Separating the Lala National High School- Lourdes Annex in Barangay Lourdes, Pagadian City, Province of  Zamboanga del  Sur, from the Lala National High School, Converting it into an Independent  National  High  School  to  be  known  as  the Lourdes National High School and  Appropriating Funds Therefor

• REPUBLIC ACT 10106 – An Act Separating the Zamboanga Del  Sur  National  High School -  Sta. Lucia Annex in Barangay Santa Lucia, City  of  Pagadian from the  Zamboanga del  Sur National  High  School, City  of  Pagadian, Converting it into and independent National  High School to be known as Sta. Lucia National High  School, and Appropriating Funds Therefor

• REPUBLIC  ACT 09955 – An Act Establishing An National High School in Barangay Macasing, City  of  Pagadian, Province  of  Zamboanga del  Sur to be known as Macasing National  High School and Appropriating Funds Therefor

• REPUBLIC ACT 09956 – An Act Establishing a National  High School in Barangay Lintugop, Municipality of  Aurora, Province  of  Zamboanga  del  Sur to be Known as Lintugop National  High School and Appropriating Funds Therefor

• REPUBLIC  ACT 09957 – An Act Establishing a National High School in Barangay Matalang, Municipality  of Midsalip, Province of Zamboanga del  Sur To Be Known as Matalang National  High School and Appropriating Funds Therefor

• REPUBLIC  ACT 10114 – An Act Separating the Pagadian City National High School- Lower Sibatang Annex in Barangay Lower Sibatang, City  of  Pagadian, Province  of  Zamboanga  del  Sur From The Pagadian City  National  High School, Converting It Into An Independent National High School To  Be Known as Otto Lingue National High School, and Appropriating Funds Therefor

• REPUBLIC ACT 10115 – An Act Separating  the Commonwealth National High School- Aurora National  High School Annex in Barangay Balide, Municipality  of  Aurora, Province  of  Zamboanga del  Sur  From The Commonwealth National  High School Converting  It Into An Independent National High School To Be Known as Aurora National  High School and Appropriating Funds Therefor

         He also co-authored House Bills on National application, Eighteen House Bills  became laws, namely;

                On his 2^nd term as Member of  the House of Representatives, he was appointed as Chairman of the Special  Committee on Reforestation. He filed (28) House Bills on Local application, (12)HBs  became laws, namely:

• REPUBLIC ACT 10225 – An Act Separating Dulop National High School- Dumingag  Annex In The Municipality  of  Dumingag, Province  of  Zamboanga  del  Sur From Dulop National High School, Main Campus To Be Known as  Dumingag National High School and Appropriating Funds Therefor

• REPUBLIC ACT 10217 -  An Act  Separating Tambulig National High School- Bag-ong Kauswagan, Municipality  of  Tambulig, Province  of  Zamboanga  del  Sur, From Tambulig National High School – Main To Be Known As Bag-ong Kauswagan National  High School and Appropriating Funds Therefore

• REPUBLIC ACT 10331 – An Act Separating The  Commonwealth  National  High   School – Gubaan  Annex in Barangay  Gubaan, Municipality  of  Aurora, Province  of  Zamboanga  del  Sur  From  The  Commonwealth National  High  School,  Converting It Into An Independent National  High School To Be Known As  Gubaan National High  School And  Appropriating Funds Therefor

• REPUBLIC ACT  10332  - An Act Separating The  Mahayag National  High  School – Boniao Annex  In Barangay  Boniao, Municipality  of  Mahayag, Province  of  Zamboanga  Del  Sur From The  Mahayag National  High  School  Main, Converting  It Into An Independent National  High  School  To Be Known As  Boniao National  High  School  And  Appropriating  Funds Therefor

• REPUBLIC ACT NO. RA10502 - AN ACT SEPARATING THE TUKURAN TECHNICAL VOCATIONAL HIGH SCHOOL - TAGULO ANNEX IN BARANGAY TAGULO, MUNICIPALITY OF TUKURAN, PROVINCE OF ZAMBOANGA DEL SUR FROM THE TUKURAN TECHNICAL VOCATIONAL HIGH SCHOOL, CONVERTING IT INTO AN INDEPENDENT NATIONAL HIGH SCHOOL TO BE KNOWN AS POTENCIANO SOLON BANDOLON MEMORIAL NATIONAL HIGH SCHOOL, AND APPROPRIATING FUNDS THEREFOR

        He also filed  three  (3) House measures  on National application, one (1) measure  was approved and became law, namely:

• REPUBLIC ACT  10168-  An Act Regulating  the Practice  of  Geology in  the  Philippines, Repealing for  the Purpose RA 4209, otherwise known as “Geology Profession Law of  the  Philippines”

       He also co-authored   House Bills on National application, four ( 4) of these became law, namely:

• REPUBLIC ACT 10354- An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health and Population and Development, and for other purposes.

• REPUBLIC ACT 10350- An Act  to Regulate and Modernize the Practice  of  Interior Design in the Philippines, Repealing for  the Purpose R.A. No. 8534, Known as “The Philippine Interior Design Act of 1998” Appropriating Funds therefore and for other purposes.

• REPUBLIC ACT NO. 10176 – An Act Reviving the Observance of Arbor Day by Vesting in Provincial, City and Municipal Governments  the  Responsibilities for Celebrating the Day for Tree Planting as an Annual Event.

• REPUBLIC ACT NO. 10361 – An Act Instituting Regulatory Policies for Domestic Work Thereby Establishing Standards of Protection to Promote the Welfare of  Domestic Workers.

ON EDUCATION SECTOR:

     As of today, Cong. Yu has 1,500 scholars whose funding comes from his Priority Development Assistance Fund.  He lobbied for the creation of more teacher positions for the First District of Zamboanga del  Sur. He was also instrumental in the construction of more classrooms in the different schools both elementary and secondary schools in his district. Computers and televisions were also distributed by Congressman Yu to the different National High Schools in the 11 municipalities and to include Pagadian City. He was also able to solicit books from Children International an NGO and distributed to the Municipalities of  Tukuran, Tambulig and Ramon Magsaysay for distribution to the different school recipients.

ON LIVELIHOOD SECTOR:

     He introduced VermiCulture as organic fertilizers to the farmers. Initiated in the training of    Kaong  Production,  Honeybee culture ,  Agar agar Plantation and  Lapacanay fiber making industry.

ON AGRICULTURE SECTOR:

     Part of  his Priority Development Assistance Fund  were used for the construction of farm to market roads and he also  lobbied for more funds for  the construction/concreting  of more   farm to market roads for the 1^st district of Zamboanga del Sur.  He also distributed vegetables and rice and corn seeds to the farmers.

   He established Rubber and Agro-forest trees Nurseries in every municipality for distribution to the farmers in the district.

   He also established Corn Post-Harvest Processing and Trading Center in Ramon Magsaysay.

               

ON INFRASTRUCTURE SECTOR:

     Part of his PDAF went to the Construction/Conceting of  the Ramon Magsaysay-Midsalip-Sominot-Dumingag National Secondary Road, construction of  multi-purpose buildings, municipal and barangay roads, water system, foot bridges  for  different  barangays  in  the District.

      He also lobbied for bigger budget for the completion/concreting of Pagadian-Ozamis Road,  Pagadian – Dipolog Road  and Dumingag –Siayan Road, widening  of  Pagadian-Zamboanga City Road (Pagadian City Section), Pagadian City Airport  Road and repair of bridges in the National Road.

       He was also instrumental in the Rehabilitation  of Pagadian City Airport,  Development of the Zamboanga del Sur Provincial Government Site.

SOCIAL AND HEALTH SERVICES SECTOR

        Part of Cong Yu’s PDAF goes to the DSWD CIDSS Program and is utilized for medical assistance to indigent patients and  to include medicines for medical missions,  transportation assistance, burial assistance, educational assistance and other emergency assistance to disaster victims. He also provided medicines for Municipal Hospitals.

       He  also  secured  additional funding  for  the  construction  of  the Medical Arts building of  Zamboanga del Sur Medical Center,  Barangay Health Centers and  Day Care Centers.
